Finish (I think) the scheduling pass.

In this pass, we'll schedule accounts need to be deleted, created or
modified. Pool accounts are partially handled now. At this point, I
don't expect pools to be modified. In the worst case, they can be
destroyed and then re-created.

Before changing the system, a preliminary check of what can be wrong
is made, trying to detect conflicts. Currently we only check if two
users or groups will have the same IDs.
